No facility to create a project

If no suitable project exists in Hydra, there is no facility for the PywrApp to create one. This then requires some other mechanism to create a project.

I suggest either extending the --project argument with a name or adding a --project-name, which checks for a user's project and creates one with the specified name if it does not exist.
