Does the coordinates obtained from page.get_text("dict", flags=0, sort=False) have the origin at the bottom left corner? How can I convert them to coordinates with the origin at the top left corner?

All coordinates always are given with origin at the top-left point of the unrotated page.
Maybe your page pages are rotated?

So, does that mean that with the origin at the top left corner, the positive direction of the y-axis goes down?

Yes, correct. Eg. the bottom-left point of an A4 page has coordinates (0, 842). Here is more information.
