[Epic] Cross-testing tracking ticket

We have made tremendous progress on testing in the bridge: cross-test, providertest and replay testing have made it much easier to write and maintain high quality tests of the bridge. cross-test has crucially allowed us to start comparing our behavior directly to Terraform. Now that we've written the testing libraries, we need to actually write tests.

This epic is the top level tracking ticket for all cross-testing sub-issues allowing us to generate a roughly global picture of all the cases we are aware of across all endpoint, schemas, values, options, attributes, etc. It will be a long effort to drive to complete coverage, but this issue will allow us to measure our progress.
