Importing a resource with invalid creds reports "not found"

Describe what happened

Engaging with a user on Mastodon so I do not have the full repro here but apparently pulumi import over DO resources will report "resource not found" where in fact it is not properly authenticated, while OpenTOFU will report the actual problem.
