Unfortunatelly, i can confirm that with my option settings and my software version.. this doesn't work ( Or at least i don't know how to set it properly):
If i use 'shift' with the line tool, and the magnet effect on, i feel no degree constraint.
The constraint is only active when it is next to a shape.
Feel free to send me your edit settings!
Mine are set like this at the moment:
And it appears to have no effect, unless you are near a form or an edge on which you can snap the line you are creating.
But this is not really what i'm after. I'm after creating perfect vertical or horizontal line without the snap on near shapes/edges.
