This geowarp keeps sending me to around 174 on the Z axis, which is under the map.

I've not had much luck being dropped under the ground during by warping their directly or by going back and forth between Ceryshen and Supai. In terms of consistency, I do not know. Based on your positioning in the screenshot, however, and by examining the terrain, what I believe is happening is your character is spawning within that small hill just to the East of the geo warp spawn beam and it's not high enough for the client to autocorrect its altitude, pop the feet above the ground.
