Finish the Nosecone Layup Procedure

Adam and I reeaally need to finish writing this. It needs to reflect the processes of:

• joining the half-shells
• sanding the half-shells
• adding the inner/outer bandaids
• sanding the bandaids
• making the flush transition between the shell and the tip

I think there's also some overlap with the exposition on the development process. We should detangle that, but it may be hard to describe the development process without also describing said process. The development thing might need to be the epilogue of the manufacturing procedure.
