[FR] Add APA partition offset option

Describe the FR

Very helpful and convenient way to exchange data between PS2 & hdl is to use SD card with usual SATA to SD adapter. But unfortunately, such adapter is mounting PFS file system on SD card not on the zero offset. To say, at 200000h or another, it just a way how it prepares SD card and nothing we can do with this.
Therefore hdl can not to explore contents of the SD card because it expects a head of APA partition at 0 offset on SD card.

Could you please add an option to choose offset of the beginning of the main APA partition in hdl.
