Auto-create Pterodactyl Panel Accounts

(Just a note-to-self really so I don't forget about this)

We can auto create/delete panel accounts using the api, so we can let users with the correct ranks auto-request panel accounts and auto-delete them if they're demoted.

We can't really implement this until we have more of an admin panel or something like that on the site.

The API route to assign a user as the subuser of a server is not documented, so shelving this

Note to self and Andy: Consider using the power endpoint of the Ptero API to implement a restart button in the PCB staff panel, rather than giving users Ptero accounts directly.
