user can settle (and spend fees doing it) even when nothing is settleable

I can click "settle" at any time even if there is nothing to settle. This generates a "Settle funds on Serum Program" action which is a no-op except for creating an account, spending some fees, and then closing the account.

If this can't be blocked by the program, maybe it could at least be blocked by the UI based on user's connected wallet?

this would have to be a UI thing
