ActionMenu items overflow when viewport is too short #2380

When the vertical viewport is shorter than the maximum size of an ActionMenu, items will overflow beyond the menu overlay.

The screenshot here is from the global "+" menu on GitHub dotcom.

Steps to reproduce:

Shrink browser height to shorter than the menu's height
Open the menu and scroll the page
