Python 3.13.0 was released on 7th Oct. It would be great if tsdownsample could be updated to support this. Thanks!

I notice the project depends on

pyo3 = { version = "0.20", features = ["extension-module"] }
numpy = { version = "0.20", features = ["half"] }

My understanding is

pyo3: requires v0.22 for Python 3.13 support - https://github.com/PyO3/pyo3/releases/tag/v0.22.0
numpy: does not have support for pyo3 v0.22 yet - but this is coming tomorrow apparently (release: 0.22.0 PyO3/rust-numpy#453)
