Implementing HPA For PravegaCluster

Suggestions for an improvement

  1. Use the information specified in the following GH issue to try to scale the cluster Requirements For HPA To Work For Pravega #480 based on HPA
  2. If Auto Scaling is Enabled ensure that manual scaling (sysclustersize()) doesn't affect the controller and ss replicas or else it will cause problem with HPA.
