Add sensitivity analysis API to julia interface

We would love to have a julia interface to run a systematic sensitivity analysis.

Describe the motivation

We are currently during experiments on RAO related subjects in julia, and we would like to be able to run a sensitivity analysis on multiple contingency scenarios (in DC). To avoid implementing it from scratch, we would like to be able to call powsybl directly.

Extra Information

This would be used in experiments for a RTE R&D project.
