Describe the current behavior

When using the NetworkModification SetGeneratorToLocalRegulation, if the regulation is set to the local terminal and a generator is already regulating on this bus, then the voltage set point of all the regulations should be the same. However, right now, it is not taken into to consideration if there is already a regulation on the bus.
