During user testing we received feedback twice that there was an expectation that a value could/should be supplied when adding a secret.

It is difficult to prompt for a Secret value without a lot of explanatory text describing the value is optional, and how it will behave.

The idea here is that #2365 may solve this without prompting by just giving users a bit more information about what is going on locally vs the possible deployed content on the server. (Context from Slack)

I've pushed up the work I've done on this to the dotnomad/add-secret-value branch in case we want to pick this work back up.

I'll mark this as hold for now.
