Don't warn about frame shifts if the gene is annotated as frame shift

In the web JSON processing log:

there are many warnings like this:

no gap between exons at 101873..101871 in SPAC1F8.07c.1

We should hide those warnings if the gene has frame shift annotation:

/controlled_curation="term=warning, frameshifted; cv=warning; ..."

That would get rid of all but three warnings:
