see this run for example, which was launched from 683 on http://cyclus-ci.fuelcycle.org/dashboard

I independently tested the run_spec_lines code in batlabrun.py to double check, and it works as intended (i.e., the link appends to the description line). the servers we're testing it on appear to be up to date (see this discussion). It's not immediately clear to me that, assuming the two facts above, why this bug persists.
