[BUG] The Title-2 total values and hence the overall total values returned by the all-programs endpoint needs to be corrected.

To Reproduce
Steps to reproduce the behavior:

1. In the GET /pdl/allprograms endpoint response, see that Title-2 numbers are incorrect as it includes the sub programs General Sign up, Continuous Sign Up, Grassland, and Total CRP
2. In the GET /pdl/allprograms endpoint response, see that the sum of the individual years all programs total doesn't add up to the "18-22 All Programs Total" value.

Expected behavior
In the GET /pdl/allprograms endpoint response, the Title-2 numbers should be correct, and the sum of the individual years all programs should match the "18-22 All Programs Total".
