General lab policies - link onboarding google doc

We should link the onboarding google doc to the onboarding section of google doc for new folks to access the documentation directly.

for example, "contact Jeanette Mumford for statistical analysis questions". this was originally in Research practices / Statistical methods

added links to on/offboarding docs in 4047312. not sure exactly what to put in the "who to talk to" list beyond Jeanette.
