npm@7 soon required

It seems that the npm team is implementing some changes around TLS and they're dropping support for TLS v1.0 and v.1.1. To be able to install packages from npm, starting from October '21, you'll need to use npm@7. To avoid last-minute issues, we should see if we can use npm@7 in our pipeline and everyone who's contributing to CLI, should also ensure that they're using npm@7.

The npm team will also periodically enable the requirement to use TLS 1.2 starting from August 24, which could lead to some intermittent errors if you're on npm@6.
