Introduce convenience method for creating issues #1482

Right now, when you work with Office 365 CLI and comes across either a bug or an idea for improvement in order to report it to us, you need to find the repo go to issues/discussions and create a new item with the relevant details. What if we'd simplify this by introducing a command that simplifies this process? Depending on what's possible it would either return a link that takes you directly to the repo or prompts you interactively to choose between feedback/idea/bug and then give you the link to the place in the repo or maybe even open the browser automatically for you. The command could be named simply What do you think @pnp/office-365-cli-maintainers? |

Pretty neat idea :D, not having to leave the CLI to check if something is a bug sounds great. |
