Watch mode should regularly re-trigger updates #23

In watch mode the coordinator should regularly check in with each cluster to make sure the cluster configuration matches what the configuration thinks it should be. This update should be done outside of a new file being put in place.

We should add a command line argument for minutes between check ins.
