Add SIM card "just in case"

Not sure how well this will work, but it would be nice to have cellular data capabilities, just in case we lose wifi. I wouldn't expect it to work well for teleop, but sending a waypoint mission should work fine. And it's better than losing comms when you're 1/2 mile away from it and can't find the vehicle's position

We used to have this capability but I believe with how wireless networks handle the traffic you can't directly connect to the boat over 4g. We had to use a separate server which we called the registry server to help handle this issue. I haven't seen anyone use it since last year so I'm not sure if it's still running/working with out system. Although there were some issues with it so if we were to use it again we would have to make some changes.
