This plan is NOT fixed and NOT Agreed yet.

Replace jpeg package to go-libjpeg.
Split swscale package to go-libswscale (not public repo yet).
Replace HTTP router to faster one.
Make generator of test JPEG images (sizes, chroma subsamplings, other paramters...)
Write test code
