Notes theme: make the panoramax urls not the raw images

I think for the panoramax links that get added to notes: it might be more useful to add the actual panoramax url
https://panoramax.mapcomplete.org/#pic=983bf613-c4d9-40c5-96af-42bc9e500f92
instead of the raw image url

that way people can see where the image exactly is and get context.
I want to say that linking to metacatalog instead might be better, BUT that obv doesn't have the image right away until it's synced, so people might be confused why the url doesn't work. so best to stay with mapcomplete url i guess.
(unless we some kind of redirect service that redirects people to metacatalog once it's synced but that adds another point of failure, so best not to i think)
