The topics page should be a list of presentation topics that the community would like to see presentations on. It should allow for people to submit topic ideas as well as +1 existing topics. It'd also be nice if there was a way for user to volunteer to present on any topic in the list.

This implies that you want to have user accounts? Or do you just want to have a form that goes to admins, who review and post?

I'm hoping to avoid creating user accounts and doing registration and all that jazz. As far as this page is concerned, a user is just an email address, I think. And the volunteer functionality should really just be a mailto with a pre-baked subject line that sends an email to the organizers.
