No users on the site after a fresh restart here. Had this problem in the past well, prior to recent upgrade.

Ben I haven't been able replicate this on a new server or on our demo server. You say this is right after a reboot? My best guess is it has something to do with zombie threads for large files you've tried to upload, but if this is immediately after a reboot that doesn't make much sense...

Pushing this out of the release because I can't replicate it, but would be interested to debug further.
