Reproduced locally. No idea what's causing it.

Stared at this for a half hour and I can't figure it out. @ryanpitts You have any ideas?

Which template renders this stuff out?

Just a quick gut feeling, but is the .in on <div id="step-1" class="step well collapse in"> a possible culprit? It sets height: auto on that first div when it renders, but it looks like there's a lot of stuff that gets hidden/unhidden inside it. That second div kind of looks like it's starting to render too high up the page.

I can't sort it out, but I found several references to their being FF bugs in the collapse plugin in FF:

twbs/bootstrap#6081

Not worth upgrading bootstrap and doesn't break anything so I'm backlogging.
