Describe the Enhancement

Some things changed with Go 1.21 in terms of how the Go version is managed. We should update how we are managing things accordingly.

Possible Solution

The proposal for all Paketo projects is https://github.com/orgs/paketo-buildpacks/discussions/283#discussioncomment-9598307

Motivation

  • Make it less work to keep up-to-date with Go releases
  • Ensure that when we build new buildpacks, the most recent version of Go is being used
  • Keep updated with the latest goings on in the Go world.
