Support native executables as output from a build tool buildpack

Describe the Enhancement

When the command line for a build tool buildpack is configured to generate a native executable instead of a jar or war archive as described in the native-image buildpack issue, the build tool buildpack will fail because it tries to extract the output and fails when it is not a zip-like file.
