Primer is the default theme for GitHub Pages. Who is maintaining it?

The only commits in the last three years have been from @tsusdere. No one is reviewing issues or PRs.

Can we start getting some PRs reviewed and merged, or is forking the only way forward?

Given Primer is the default on GH Pages, it should be maintained continuously (by Github). I like the simplicity of Primer, over others like default Jekyll Minima. It only needs a minimum setup to configure.
