Official development team's stance on potential existence of a public savefile editor?

EDIT: For clarification, as there are a dozen similar results already out there - I'm talking about a proper, maintained, live editor for the official version of the game, not messing with local backups.

There wont be a way to edit the LIVE online version of the game.

You can edit the offline version pretty easily by changing the code

I'm not talking about official implementation. I'm talking about toleration or disallowance of external projects made public.
I have my code working (well, last time I checked atleast). It's a web-project. Hooking a new JavaScript file into the page which emulates all load/save API requests is the simplest thing unless proper encryption and server-side state validation are a thing.
