Using VSCode Containers for packages used in case studies

Thread to discuss progress on setting up VS Code containers to gather packages used for specific case studies. In a discussion with Nicholas Rouquette (4/26/23). Some ideas:

1. VS Code containers uses a Docker containers but provides an IDE through VS Code that allows the user to work on the project inside the container as opposed to on the local machine.
2. Another idea is to use Docker compose to work with two separate containers --- for example, one with Pacti and the other with external dependencies.
3. The third idea would be to use VS Code containers to gather the packages for the case study and interface with Pacti running locally. This way the use need not even use VSCode to work on the specific case study.

We'll get to this after Pacti resubmission, scalability analysis and code refactoring.
