Setup a test package for CBS Koji

TODO:

• Try to find a package that could be used for testing, there were definitely some minimal packages for CentOS Stream, but I can't find any
• Create an rpms/ namespace in one of the SIG namespaces, either Cloud or Integration
  • Ask @lachmanfrantisek for privileges in the Cloud SIG
  • Ask @lachmanfrantisek, or @mfocko for the Integration SIG
• Push the RPM package there
• Ask for the Koji side tag for the testing (I wouldn't mix it up with the existing side tags used by Cloud SIG, for the Integration SIG there are no Koji side tags as of now);

Side tags need to be manually requested on the CentOS CBS Koji.
