Engine needs to send a request to monitor with some constraints (or not): types of videos, video authors, ... in an include or exclude way (all videos but those from author XX, ...).

The request should also contains system information (network performances, drive usage, ...).

The request should also contains the currently seeded videos.

Monitor must return the videos that should be seeded by the engine (to be done in another issue).
