Generally, the user is required to fill in all fields in order to activate the Save button. I was wondering if from a UX point of view we might let them save anything at all, however incomplete - they might not have time to finish it, or something more pressing comes up, or maybe they just don't have all the necessary details, but do want to make a start. I'm assuming that the pre-submission validation routine checks that the proposal is complete, correct and internally consistent, etc, so it doesn't seem necessary to do that at the point of entry as well. Maybe we could introduce a user-request to perform the validation check on demand too.
