When you create a starred-list using the GitHub emoji-syntax (:emoji:), the emojis do not show correctly in a web browser's tab title. Even for emojis that do exist in UTF-8, GitHub places the emoji's name including the colons in the title.
If it is not possible to parse the emojis to UTF-8 for whatever reason, my recommendation would be to remove the emojis form the title and just print the remaining text, or replace it with a WHITE SQUARE □, REPLACEMENT CHARACTER � or something similar.
