Teams cannot be added to Pull Requests without direct access

We noticed that teams CANNOT be added as pull request reviewers UNLESS they have direct access. This is very unintuitive, weird, and counterproductive especially if teams (and users) have organization-level access to a repository by default. Is this a bug or feature GitHub can fix or implement?
