When I create a pull request, I get this message "You can't perform that action at this time.". What does it means? What should I do?

I try to submit a pull request for:
base repo simplesamlphp/simplesamlphp, master branch
head repo manu0401/simplesamlphp, authX509fix2 branch

I can edit the pull request title and description, and when I hut the "create pull request" button, I get the "You can't perform that action at this time." error.

I tried to open a PR on the same project. It says "Your ability to open an issue in this repository is currently blocked. If you feel this is in error, please contact the repository's owner. "
