Ukraine is currently not on this list, as per that link, because of 'SMS Delivery success rates'. But every other service including Google has been delivering their SMS without any problem, for more than a decade.
Uganda though is on the list 😀
Github, please reconsider this (looking like politically-biased) decision.

How to set up two-factor authentication using SMS for Ukraine?

Generar un código a través de una aplicación TOTP
Si decides configurar una autenticación de dos factores mediante una aplicación TOTP en tu smartphone, puedes generar un código de autenticación para GitHub en cualquier momento. well, how can you require to enable mandatory 2fa and not allow the option to setup sms 2fa for Ukrainian cell phone number?

I understand, I could potentially use some third-party mfa, but what if I lose my phone or access to that mfa app, would it mean that I would lose access to my github account completely? If I could attach to Ukrainian cell phone number and if I lost the sim card, I could still restore my phone number.

Hi there, SMS is just one of the options we have for 2FA: TOTP apps, security keys, and the GitHub Mobile app are all authentication methods we support.

Completely agree with this point:

All services are sending SMS to UA without any issues (Google, Etsy, Apple, CloudAcademy, Microsoft, OpenAI - just to name a few I've used recently).

If SMS 2FA is unavailable to you just use another options. These options:

1. GitLab
2. Google Drive
3. OneDrive

Applied some of my poor HTML editing skills to that SMS-verification form...

Just in case entered github bug-bounty program and found this:

So I'm not violating github terms of service, not abusing a security vulnerability.

P.S.:
I've been working in IT for a while, as a Tech Support, QA(manual/automation/lead), Dev, DevOps and still not consider myself a Senior level Engineer sometimes. Don't care about that too much, just satisfied I can solo handle entire development process from scratch pretty effective.
Kinda sad, that majority of people, especially in big companies are as lazy and spoiled as amount of inappropriate posts above...
So, сolleagues, please stop complain, just do your job well, learn new stuff everyday and share your knowledge with others every time you can...
