I created a branch ruleset that enables Linear History and added an exempt rule which I am part of.
However it still does not allow me to use merge commit even though it is not blocked in the drop down to select, but when I do select it I get a message
The dev branch requires linear history The base branch does not accept merge commits. Alternate merge methods are preferred. [Learn more about required linear history.](https://docs.github.com/github/administering-a-repository/requiring-a-linear-commit-history)
