Frequent network connection issues with GitHub servers

We are seeing frequent connection issues with GitHub servers within our Bitbucket pipelines, at various steps, like downloading a package from a GitHub repo on a composer install at a build step, or downloading a docker image from ghcr.io at a deploy step.

We have tried several debugging steps, including a curl https://api.github.com/rate_limit but even that fails with a timeout sometimes. We then collected a tcpdump and had Bitbucket support review it and here is the feedback they provided after analyzing the tcpdump:

• We attempt a connection attempt with Github
• We continue sending network packets or requests to the target
• An ACK packet was sent by Github receiver each time. This is however, just an acknowledgement that they have received our request as you may already know
• Following the ACK, there is no further response from Github
• After sometime, the connection was cutoff since the timeout was reached
• This looks like an issue where Github is not responding to network requests from Pipelines/Bitbucket

Anything we can do to avoid this connection issues? I am happy to share the tcpdump with a GitHub staff privately.
