Have a different email message for when someone requests re-review

My use case for this is that I am trying to set up email filters for github messages, but the first review request and all subsequent are the exact same message.

Having the message be @user has requested a re-review on PR (or something similar) would allow different filter behaviour between first request and all subsequent requests.
