Decommission of the relayer between Constantine and Cosmos Hub

Today, we'll be decommissioning the relayer bridge between our Archway testnet (Constantine) and the Cosmos Hub testnet. This decision comes after observing minimal utility, as there hasn't been any significant use in over a month. Additionally, the absence of dependable public endpoints from the hub community further supports this move.

It's important to note that maintaining these testnet relayers has posed quite a challenge in terms of operational management and resource allocation. However, we remain open to re-establishing this connection in the future if a strong and valid use case emerges.
