linux/docker deployments - ZITI_ARGS parsing is partially broken

ZITI_ARGS breaks with multiple space-separated args. The purpose of ZITI_ARGS is to set extra params to ziti controller run like --verbose. I think it's failing because the value appears in the service unit definition as a single word, and there's no shell interpreter available in that context.
