Allow adding an Ext-Jwt-Signer-based identity

Networks using ext-jwt-signers need to be able to be added to the ZDEW.

Make a form that allows a user to import an identity - as is. Just import the identity
Make a form that allows a user to provide a url which will automatically create a properly formatted identity file and put it into the identities directory
