What is the bug?
The instructions in DEVELOPER_GUIDE.md are incomplete and fail.

How can one reproduce the bug?
Steps to reproduce the behavior:

Follow instructions on DEVELOPER_GUIDE.md
See error Could not find gem 'logstash-devutils' in any of the gem sources listed in your Gemfile.

What is the expected behavior?
Successful setup.
