Following up on the POC here - [POC] Support multi-stream downloads within Repository #8729
This task is to track efforts for adding async support along the download path for the segments

Describe the solution you'd like

The segment downloads from remote store are moving to a multi stream mechanism, and will need to accommodate changes for the listener based mechanism
The code paths based on segment downloads need to be updated to support the new pattern
