[WLM] Mechanism to manage rules

This is a tracking issue for managing the rules in OpenSearch which will help us determine tenants (labels which a feature could interpret as per their need)

Describe the solution you'd like

Since the rules will rarely be touched post creation and will be limited in number. RESTful APIs should work fine for this purpose since this is user facing component.

Each feature should be able to define their own rules and the feature will be responsible for implementing the consumption logic. The APIs will forward the event to subscribers.
